Because AMD actually "hide" the fourth core due to some processors are unstable to be in quad core.
But you can actually unlock dual core for Sempron.(To Athlon x2)

@Revanchist8525 He’s running prime 95 to test the stability of all 4 cores to make sure it wont crash or have any problems. It’s something highly recommended with these amd ii x3′s when you unlock the fourth core.

To all who’s asking ‘is it possible….’ yes it is possible on every x3 processor and some x2 processors, but still you won’t know if the core is defect or if it’s perfectly fine. It’s just based on your luck! Exactly for core unlocking i stick to AMD, and intel is quite overpriced imo. I don’t need an i7 anyway.
