For cooling were using an Akasa AK-CC032 (where do they get these names?) which should theoretically work passively but as soon as you remove the 70mm fan the temp jumps into the 70s.

you use a nvidia software for watch your AMD CPU temperature?
just to let you know, i believe the Nvidia X server is for just the graphics card/chip. So, the temps you were reading were for the GPU.
I was searching for info on undervolting the sempron and i found your video. damn, you got my hopes up and cut it off at the end. Did it crash or what?
FWIW, i run my AM3 sempron 140 O/Ced to 3510GHz @1.35V with a fanless thermalright ultima 90. After 20 mins of Prime95 (in place large FFT’s) core temp never went beyond 51degC (Ambient = 20.5degC). I do have a 120mm case fan @613rpm exhausting hot air out the top of the case above the CPU. Maybe you should try a more efficient heat sink.
@SacreDro yah it suports am2+ i’m typing this using a Amd sempron 140 on a asrock n68-s Am2+ mobo. so yes it does
is thsi a am3 soket or does it support am2 mobos.
